
Becoming a Homeowner in Quebec: Key Assistance Programs to Know in 2025
Buying a home remains a major challenge for many Quebec households. With high interest rates and rising property prices, the dream of homeownership can feel out of reach. Fortunately, several government programs - federal, provincial, and municipal - are still in place to help reduce upfront costs or lower the overall financial burden.
Federal Programs
- Home Buyers’ Plan (HBP)
Since April 17, 2024, the maximum withdrawal from an RRSP has increased to $60,000 per person. Must be repaid over 15 years. - First Home Savings Account (FHSA)
Tax-deductible contributions up to $8,000/year, lifetime maximum $40,000. Withdrawals are tax-free for a qualifying first home purchase. - CMHC Eco Programs
Refunds of up to 25% of mortgage insurance premiums for new or renovated energy-efficient homes.
Provincial Programs (Quebec)
- Quebec Home Buyers’ Tax Credit
A non-refundable credit of $1,400 for an eligible home acquired after January 1, 2022. - Novoclimat Program
inancial support for purchasing a certified Novoclimat new home, plus additional CMHC rebate.
Municipal Programs
Montreal: Financial assistance of $5,000 to $15,000 depending on the property type and family situation.
Quebec City: Interest-free down payment loan through the Accès Famille program.
To Watch
In May 2025, the federal government announced plans to eliminate GST on first-time new home purchases under $1M. This measure is still a legislative proposal and not yet in force.
